ABSTRACT

Introducción: El desarrollo del sector agroalimentario local, prioridad estratégica para alcanzar la autosuficiencia alimentaria municipal del país, se alcanza mediante la transformación de los sistemas actuales en sistemas alimentarios sensibles a la nutrición. Objetivo: Diseñar una propuesta metodológica para evaluar los sistemas alimentarios locales como parte del Plan de Soberanía Alimentaria y Educación Nutricional, y disminuir la dependencia de importaciones mediante el incremento de las producciones propias. Métodos: Se hicieron una revisión y recopilación de la información relativa a cada componente de la cadena alimentaria a través del trabajo de grupo con actores clave en la gestión a nivel municipal. Se utilizó la información aportada por la Oficina Nacional de Estadística, el Ministerio de la Agricultura y el Ministerio de Salud Pública provincial y municipal. Resultados: La propuesta incluyó la estimación de las recomendaciones nutricionales ponderadas, la identificación de los principales indicadores de salud, la estimación de energía y nutrientes, el nivel de autonomía o dependencia del territorio, la estimación de las brechas entre disponibilidad y oferta, la repercusión en la salud del déficit o exceso de nutrientes, y la selección de las cadenas productivas prioritarias. Conclusiones: La metodología diseñada permitió dotar a los Gobiernos, productores, comercializadores y decisores de métodos sencillos para el seguimiento, el monitoreo y la evaluación del programa, con mayor aprovechamiento de sus potencialidades, mediante la producción sostenible, resiliente y con equidad de alimentos sanos e inocuos para alcanzar la autosuficiencia alimentaria local.


Introduction: The development of the local agro-food sector, a strategic priority to achieve municipal food self-sufficiency in the country, is achieved through the transformation of current systems into nutrition-sensitive food systems. Objective: To design a methodological proposal to evaluate local food systems as part of the Food Sovereignty and Nutritional Education Plan, and to reduce dependence on imports by increasing local production. Methods: A review and compilation of information related to each component of the food chain were conducted through group work with key actors in management at the municipal level. Information provided by the National Statistics Office, the Ministry of Agriculture, and the provincial and municipal Ministry of Public Health was used. Results: The proposal included the estimation of pondered nutritional recommendations, the identification of the main health indicators, the estimation of energy and nutrients, the level of autonomy or dependence of the territory, the estimation of gaps between availability and provision, the impact on health of nutritional deficiency or excess, and the selection of priority productive chains. Conclusions: The methodology designed allowed providing governments, producers, traders and decision-makers with simple methods for follow-up, monitoring, and evaluation of the program, with greater use of its potential, through sustainable, resilient and equitable production of healthy and safe food to achieve local food self-sufficiency.

ABSTRACT

Este artículo tiene como finalidad entender la contribución de la educación técnica y tecnológica en la generación de empleo y emprendimiento, como elementos importantes en el desarrollo local, al evaluar la eficacia del programa Universidad al Barrio en el distrito de Barranquilla. Esto se logra bajo un enfoque mixto tanto de análisis documental como de consulta a algunos de los actores principales, para valorar su eficacia a partir del alcance, la calidad, empleabilidad y emprendimiento del programa. Los resultados muestran que el programa logra altos niveles de cobertura y empleabilidad en jóvenes de estratos socioeconómicos bajos, sin embargo, tiene grandes desafíos en términos de calidad.


This article aims to understand the contribution of technical and technological education in the generation of employment and entrepreneurship, as important elements in local development, by evaluating the effectiveness of the program Universidad al Barrio in the District of Barranquilla. This is achieved under a mixed approach of both documentary analysis and interviews with some of the main actors, to assess the effectiveness of the program from its coverage, quality, employability, and entrepreneurship. Results show that the program achieves high levels of coverage and employability in young people from low socio-economic levels, however, it has great challenges in terms of quality.

ABSTRACT

El artículo tuvo como objetivo conocer cómo se comunica el conocimiento que se genera sobre proyectos y acciones de desarrollo local en las universidades, por medio de sus plataformas digitales. Se abordan aspectos teóricos sobre la comunicación, la gestión del conocimiento, la universidad, la responsabilidad social y el desarrollo local. Los métodos y técnicas empleados fueron el estudio de caso, el análisis de contenido y la revisión teórica y documental. La muestra estuvo basada en las plataformas de la Universidad de Málaga, España, y la Universidad de La Habana, Cuba. Se realizó un diagnóstico, derivado de un análisis comparativo, donde se presentaron las convergencias y divergencias entre ambas entidades. El estudio demostró, por un lado, el interés de ambas instituciones por formar parte de los proyectos y acciones sobre el desarrollo local y divulgar la información al respecto; y por otro, las diferencias en cuanto a la dinámica, la cantidad de contenidos divulgados y las formas de difusión e interacción con los usuarios. Como conclusión, se evidencia la conexión existente entre el proceso de comunicación y la gestión del conocimiento en las universidades, principalmente durante las acciones de compartición/distribución. Se aprecia la importancia del uso de las plataformas digitales para la comunicación del conocimiento asociado al desarrollo local(AU)


The purpose of the study was to become acquainted with the ways in which knowledge about local development projects and actions generated at universities is communicated on their digital platforms. The theoretical aspects addressed include communication, knowledge management, university, social responsibility and local development. The methods and techniques used were case study, content analysis, and theoretical and document review. The study sample was based on platforms from the University of Málaga, Spain, and the University of Havana, Cuba. The diagnosis conducted was derived from a comparative analysis of similarities and differences between the two universities. The study showed, on the one hand, the interest of both institutions in taking part in local development projects and actions, and disseminate information in that respect, and on the other hand, their differences concerning dynamics, amount of content disseminated, forms of diffusion and interaction with users. Conclusions point to an evident connection between the communication process and knowledge management at the universities, particularly during sharing / distribution actions. Confirmation was made of the importance of digital platforms for knowledge communication about local development(AU)

Resumo: As contribuições da pesquisa científica à sociedade podem ser medidas por indicadores e a inserção social dos programas de pós-graduação. Neste artigo discutimos as particularidades do impacto social do Programa de Pós-Graduação em Políticas Públicas e Desenvolvimento Local da Escola Superior de Ciências da Santa Casa de Misericórdia de Vitória, assinalando seu importante papel na difusão dos conhecimentos, especialmente na área das políticas de saúde para o estado do Espírito Santo.


Abstract: The contributions of scientific research to society can be measured by indicators and the social insertion of the programs is one of them. In this article we list and discuss the particularities of the social impact of the Postgraduate Program in Public Policies and Local Development at the School of Science of Santa Casa de Misericórdia de Vitória, highlighting its important role in the dissemination of knowledge, especially in the area of health for the state of Espírito Santo.

Resumen Se pueden reconocer que estrategias como el "Centro Integral de Promoción de De rechos-Sol de Oriente" de la Universidad Cooperativa de Colombia seccional Cali, la Agencia para la Reincorporación y Normalización (ARN) y la Fundación para la orientación Familiar (FUNOF), posibilitan la promoción de un desarrollo social comunitario que se avoca por promover mejores formas de socialización y vínculos que permitan la construcción de un tejido social promotor de la salud mental. Así mismo, las estrategias de intervención que se orientan a la idea-propuesta de la cultura ciudadana como 'Formula' se han hecho populares y se le adjudican variados logros, entre estos el trabajo por la convivencia en medio de un país profundamente desigual y polarizado, impactado por violencias que se entrelazan.


Abstract Today, it can be recognized that strategies, such as the "Integral Center for the Promotion of Rights" at Universidad Cooperativa de Colombia, Cali campus -, the Agency for Reinstatement and Standardization and Family Guidance Foundation (FUNOF), enable the promotion of a community social development, whose aim is to promote better forms of socialization and links that allow the construction of a social fabric, by promoting mental health. Likewise, intervention strategies, which focus on the idea-proposal of citizen culture as a 'Formula' have become popular, and they have been awarded various achievements, by including work for coexistence, in the midst of a deeply unequal and polarized country, impacted by intertwining violence.

Resumen En materia de planeación local del desarrollo, la normatividad vigente asigna a los Consejos Comunales y Corregimentales de Planeación la función de formular los Planes de Desarrollo Local de las comunas de Medellín, instrumentos que deben ser refrendados por las Juntas Administradoras Locales, las cuales tienen la potestad de aprobar o rechazar el programa de desarrollo concertado con la comunidad. Este artículo busca presentar los mecanismos de participación ciudadana como una herramienta jurídica viable para que la comunidad incida en los ejercicios de planeación local y ejerza control social sobre la instancia de planeación local.


Abstract With regard to local development planning, the current regulations assign to the Community and Village Planning Councils the role of formulating the Local Development Plans of the communes of Medellin, instruments that must be endorsed by the Local Administrative Boards, who have the power to approve or to reject the community-based development program. This article seeks to present citizen participation mechanisms as a viable legal tool for the community to influence local planning exercises and exercise social control over the local planning body.

ABSTRACT

Abstract Aims: The aim is to identify the representations of the main actors involved in the Fernanda Keller Project on the internal and external environments of the organization. Methods: Data were collected through observation, in-depth interviews, semi-structured interviews and focus groups. Results: Findings points to the great difficulty of the interaction between the Project and the city hall, from a certain moment. In the internal environment, stand out the value attributed to the Project in the social transformation of young people, community, and professionals directly or indirectly involved in the actions. Conclusion: The project has achieved success and social impact. However, the participation of the city hall of Niterói has diminished with the passage of time. Despite the difficulties encountered, the project has found new partners in the private sector. The initiative to seek other means to obtain resources was fundamental to the project's maintenance. This posture has led everyone to a positive and involving message that permeates all the reports that this study analyzed.

ABSTRACT

Esta investigación tuvo como objetivo realizar una propuesta de acciones orientada a la gestión del conocimiento a nivel comunitario para preponderar la importancia de la información y del conocimiento en el logro de las transformaciones sociales y la adecuada toma de decisiones. Se sistematizaron los aspectos teóricos relacionados con la gestión del conocimiento en el desarrollo local y de esta forma se constató la relevancia de dicho proceso en el contexto comunitario, más allá del espacio de las organizaciones. Igualmente se abordó la gestión de información como proceso asociado a la gestión del conocimiento y los elementos que identifican dicha gestión en el trabajo local. Se realizó un estudio de tipo descriptivo basado en el análisis documental y de contenido, donde se tuvieron en cuenta modelos, propuestas y experiencias de gestión del conocimiento en el desarrollo local, además de aquellos estudios donde se considera la gestión de información como esencial en los proyectos de desarrollo. La información y el conocimiento son recursos estratégicos para la solución de problemas y para la toma de decisiones a nivel comunitario. Los elementos señalados pueden constituir una base para el proceso de la gestión del conocimiento orientado a lograr transformaciones y beneficios locales. se puntualizan elementos a tener en cuenta para poder realizar este tipo de gestión en el contexto objeto de estudio(AU)


The purpose of the study was to propose actions aimed at knowledge management at community level to highlight the importance of information and knowledge in social transformations and appropriate decision taking. Systematization was performed of theoretical notions related to knowledge management in social development, thus determining the relevance of such a process in the community context, beyond the scope of organizations. Information management was likewise addressed as a process associated to knowledge management and the elements identifying said management in local work. A descriptive study was conducted which was based on document and content analysis, and took into account knowledge management models, proposals and experiences in local development, alongside studies considering information management as essential in development projects. A presentation is provided of the elements to be born in mind on implementing this type of management in the study context. Information and knowledge are strategic resources in problem solving and decision taking at community level. The elements pointed out may serve as a basis for the process of knowledge management aimed at achieving local transformations and obtaining local benefits(AU)

ABSTRACT

Abstract The purpose of this article is to discuss what has being disseminated and reproduced as local development, seeking to understand the problems arising from this phenomenon, particularly highlighting the promotion of market-oriented cities. We question the processes of development and public policies, advancing in the debate based on Karl Polanyi's double-movement thesis duly revisited and updated historically and geographically. As contributions, we highlight the engagement with de-coloniality to treat temporal and geo-epistemic gaps of the Polanyian thesis. In addition, it is possible to identify that the Polanyian counter-movement depends on the actions of several social actors, with emphasis on societies and governments, through public policies.


Resumen El propósito de este ensayo es discutir lo que ha sido propagado y reproducido como desarrollo local, con el objetivo de aproximar y comprender los problemas resultantes de este fenómeno, al destacar especialmente la promoción de la formación de ciudades orientadas al mercado. Se busca cuestionar los procesos de desarrollo y las políticas públicas, promover el debate con base en la tesis de doble movimiento de Karl Polanyi, debidamente revisada y actualizada histórica y geográficamente. Como contribuciones, se destacan el compromiso con la decolonialidad para el tratamiento de las lagunas temporales y geoepistémicas de la tesis de Polanyi. Además, es posible identificar que el contramovimiento polanyiano de mercado depende de la acción de distintos actores sociales, con énfasis en las sociedades y gobiernos, a través de políticas públicas.


Resumo O objetivo deste artigo é discutir o que vem sendo propagado e reproduzido como desenvolvimento local, procurando aproximar e compreender os problemas decorrentes desse fenômeno, sobretudo ao destacar o fomento à formação de cidades orientadas ao mercado. Busca-se questionar os processos de desenvolvimento e políticas públicas, avançando no debate com base na tese de duplo movimento de Karl Polanyi, devidamente revisitada e atualizada histórica e geograficamente. Como contribuição, destaca-se o engajamento na decolonialidade para tratar lacunas temporais e geoepistêmicas da tese polanyiana. Ademais, pode-se identificar que o contramovimento polanyiano de mercado depende da ação de diversos atores sociais, com destaque para sociedades e governos, por meio de políticas públicas.

Introducción Los avances tecnológicos alcanzados en relación con las comunicaciones y la información se vieron potenciados luego de la incorporación de la Web 2.00 y el networking impactando las redes y comunidades virtuales. Los dispositivos con tecnología inalámbrica han impactado la eficacia en las comunicaciones, que facilitan el desarrollo de tareas diversas, ventajosas por su repercusión en la economía, imagen y competitividad. El acceso a dispositivos inteligentes se ha extendido en la población ecuatoriana, donde se trabaja por el reconocimiento a los derechos de los pueblos y comunidades indígenas al respeto de sus culturas, tradiciones, costumbres, valores, saberes y formas de vida, siendo Otavalo una de las ciudades de mayor presencia indígena del país. Objetivo Exponer cómo incorporar la tecnología en lo cotidiano con fines sociales, así como también potenciar el desarrollo y los emprendimientos locales. Metodología A partir de entrevistar al Coordinador Cantonal de las comunidades indígenas otavaleñas, interesado en divulgar e impulsar el desarrollo local, se le explica de las facilidades que brinda la herramienta de la Red Local inalámbrica Kimera, que utiliza software libre y contenido abierto. Luego de un intercambio con la comunidad de Gualsaqui se obtiene el consentimiento y se completa la información de su interés a divulgarse. Conclusiones Se conforma una red local inalámbrica que constituye una propuesta para la divulgación de la historia, sistema legal y datos de la comunidad, información que es de fácil actualización por no exigir de conocimientos técnicos específicos para su personalización(AU)


Introduction Technological progress in relation to communications and information were boosted after incorporating Web 2.00 and networking impacting networks and virtual communities. Devices with wireless technology have impacted the effectiveness of communications, which facilitate the development of diverse tasks, advantageous for their impact on the economy, image and competitiveness. Access to smart devices has spread throughout the Ecuadorian population, where work is being done to recognize the rights of indigenous peoples and communities to respect their cultures, traditions, customs, values, knowledge and ways of life, Otavalo being one of the the cities with the greatest indigenous presence in the country. Objective To show how to incorporate technology in daily life with social purposes, as well as to promote development and local enterprises. Methodology After interviewing the Cantonal Coordinator of the Otavalo indigenous communities, interested in spreading and promoting local development, he is explained about the facilities offered by the Kimera Wireless Local Network tool, which uses free software and open content. After an exchange with the community of Gualsaqui, consent is obtained and the information of interest to be disseminated is complemented. Conclusions A wireless local network is installed that constitutes a proposal for the disclosure of the history, legal system and community data, information that is easy to update because it does not require specific technical knowledge for its customization(AU)

ABSTRACT

RESUMEN Analizar el papel del centro universitario en la articulación con la universidad médica en la búsqueda de entornos saludables y su contribución al desarrollo local en el municipio Yaguajay, constituye el propósito fundamental del presente trabajo, para el que se realizó una revisión documental de numerosos documentos y entrevistas a los principales líderes y a la población. El fomento de prácticas y estilos de vida sanos, la integración y capacitación de actores sociales, el desarrollo de la ciencia, la innovación tecnológica y del potencial científico productivo, junto a la sostenibilidad ambiental, fueron algunos de los resultados evidenciados. Se constató que la universidad en el territorio trabajó por incentivar una cultura saludable, por unificar esfuerzos, coordinar acciones, involucrar sectores, consolidar alianzas interinstitucionales dentro y fuera de la esfera sanitaria, con lo que se demostró la fortaleza de la promoción de salud dentro de los procesos de desarrollo local.


ABSTRACT To analyze the role of the university center in the coordination with the medical university in the search of healthy environments and its contribution to the local development in the municipality Yaguajay, constitutes the fundamental intention of the present work, for which a documentary review of numerous documents was carried out and interviews to the principal leaders and the population. The promotion of practices and healthy life styles, the integration and training of social actors, the development of the science, the technological innovation and of the productive scientific potential, along with the environmental sustainability, were some of the demonstrated results. It was stated that the university at the territory was employed for encouraging a healthy culture, for unifying efforts, coordinating actions, involving sectors, consolidating inter-institutional alliances inside and out of the sanitary sphere, with what there was demonstrated the fortitude of the promotion of health inside the processes of local development.

Resumo Este estudo visa identificar e analisar as ações voltadas ao desenvolvimento local da Vila de Paranapiacaba, localizada no município de Santo André, São Paulo, e as formas pelas quais os moradores locais estiveram inseridos nestes processos, verificando em que medida essas ações fortaleceram a territorialidade e a promoção da saúde. A metodologia qualitativa utilizada teve como instrumentos a análise documental e história oral. Os sujeitos foram adultos de ambos os sexos indicados pela técnica do snowball sampling. Os principais resultados mostraram que os processos educativos e de inclusão social promovidos pelo poder público, quando realizados de forma contínua e participativa, reforçaram a ação comunitária. Por outro lado, a descontinuidade na gestão pública enfraqueceu a participação e desencadeou um processo de desapropriação do espaço social, pois a comunidade não conseguiu se organizar e se empoderar. Concluiu-se que os processos educativos contínuos são fundamentais na construção da territorialidade e do empoderamento, assim como o engajamento social e a negociação são essenciais para o exercício da autonomia, a fim de que a comunidade protagonize sua própria história na construção de políticas públicas voltadas à promoção da saúde.


Abstract This study aims at identifying and analyzing actions concerning local development of the village of Paranapiacaba, located in the municipality of Santo André, São Paulo, Brazil, and the ways in which the local inhabitants were inserted in these processes, verifying to what extent these actions strengthened the territoriality and health promotion. The qualitative method employed used as instruments the documentary analysis and oral history. The subjects were adults of both sexes indicated by the snowball sampling technique. The main results showed that the educational and social inclusion processes promoted by the public power, when carried out in a continuous and participative way, favored community action. On the other hand, the discontinuity in public management has weakened the participation and unleashed a process of expropriation of the social space, because the community could not organize itself and be empowered. It was concluded that continuous educational processes are fundamental in the construction of territoriality and empowerment, just as social engagement and negotiation are essential for the exercise of autonomy, so that the community is protagonist of its own history in the construction of public policies for the promotion of health.

Resumo O objetivo foi analisar o investimento financeiro para a aquisição de alimentos destinados à alimentação escolar em um município no Sul do Brasil. As licitações, as chamadas públicas e a prestação de contas do PNAE foram analisadas por meio das variáveis: I) valores de complementação financeira do município; II) percentual de recursos destinado à compra de alimentos da Agricultura Familiar (AF) e aos alimentos Recomendados, Restritos, Proibidos e outros. Comparação de proporções foi o teste utilizado para identificar diferenças entre investimentos. A complementação financeira do município denotou 65% do total. O valor total empregado para a aquisição de alimentos foi: 65,5% Recomendados, 27,9% Restritos, 6,5% Outros e 0% Proibidos. Os gastos com alimentos Recomendados foram maiores (p < 0,001) do que com os demais grupos. A AF forneceu exclusivamente alimentos Recomendados, representando 12,1% do investimento total (municipal e federal) e 29,5% dos recursos federais. A compra direta da AF contribuiu para aquisição de alimentos Recomendados. A complementação financeira do município não foi direcionada à AF, podendo comprometer o potencial do programa de alimentação escolar na promoção de sistemas agroalimentares sustentáveis, saudáveis e locais.


Abstract This study aimed to analyze the financial investment used for the procurement of food for the Brazilian National School Food Program (PNAE) in a city in the South of Brazil. The bidding process, the public calls and accountability reports of the PNAE were analyzed in the following variables: I) municipal financial complementation values; II) percentage of resources used to purchase foods from Family Farmer (FF), and Recommended, Restricted, Prohibited and others foods. The comparison of proportions was employed as a test to identify differences between investments. The municipal financial complementation was 65% of the total. The total amount used to purchase foods was distributed as follows: 65.5% for the Recommended, 27.9% for the Restricted, 6.5% for the Other and 0% for the Prohibited. The expenditure on Recommended foods was higher (p < 0.001) compared to the remaining groups. FF provided only Recommended foods, representing 12.1% of total (municipality and federal) expenditure and 29.5% of total federal funds. The direct purchase from FF contributed to the purchase of recommended foods. The municipal financial complementation was not geared to FA, which can compromise the potential of the school food program to promote healthy and sustainable food systems.

La evaluación y el informe sobre los resultados alcanzados con los Objetivos de Desarrollo del Milenio hasta 2015, permitió una proyección de mayor alcance a través de los Objetivos de Desarrollo Sostenible hasta 2030, con la profundización en estos objetivos y sus respectivas tareas, donde cada uno se integra no solo para su consecución, sino también en su sostenibilidad. En este artículo se enfatiza cómo en dicha agenda se inserta la universidad en primer lugar, por su importante rol en la formación y superación del capital humano y en la investigación, y además se destaca su necesaria relación con las comunidades, donde la extensión universitaria y el desarrollo local constituyen ámbitos para el complemento imprescindible en su función social de forma integral


The evaluation and the report on the results reached with the Objectives of Development for the Millennium up to 2015, allowed a greatest scope projection through the Objectives of Sustainable Development up to 2030, with the deepening in these objectives and their respective tasks, where each of them is integrated not only for their improvement, but also in their sustainability. In this article, it is emphasized how in this calendar the university is inserted in the first place, for its important role in the training and self improvement of the human capital and in the investigation, and also its necessary relationship with the communities is highlighted, where the university extension and the local development constitute environments for the indispensable complement in its social function in a comprehensive way.

ABSTRACT

Este artículo analiza las formas, las funciones y los significados de la participación ocupacional de personas mayores durante actividades en un programa de desarrollo local.Se llevó a cabo una Investigación Acción junto o 11 personas mayores que vivían en una villa residencial en el interior del estado de San Pablo, Brasil, durante 7 días de julio de 2013. Las experiencias fueron analizadas a partir de métodos inductivos y de las perspectivas de la Ciencia Ocupacional y del Modelo lnterdisciplinario de Desarrollo local. Para ello,se construyó un registro documental sobre los procesos realizados, además de las experiencias y opiniones de personas mayores, estudiantes y representantes del poder público de la ciudad En cuanto resultados, se identificó que las estrategias en Terapia Ocupacional en desarrollo local facilitaron la participación de las personas mayores en actividades en el espacio público de la villa, permitiendo hayar sentido de comunidad Se concluyó que las estrategias creadas funcionaron como facilitadoras para la creación de un espacio público para el debate y la acción participativa en ocupaciones colectivas, atribuyendo sentidos de comunidad como capital social colectivo.


This article analyzes the forms, functions and meanings of the occupational participation of older adults during adivities in a local development program. An Action Research was carried out with 77 elderly people living in a residential village in the interior of the state of Sao Paulo, Brazil, during 7days of july 2013. The experiences were analyzed using inductive methods and the perspectives of Occupational Science and the lnterdisciplinary Model of local Development. For this purpose, a documentary record was created about the processes carried out, as well as the experiences and opinions of the elderly, students ond representatives of the public power of the city. As results, it wos identified that the strategies in Occupational Therapy in local development facilitated the participation of the elderly in activities in the public space of the village, allowing a greater sense of community. lt was concluded that the strategies created worked as facilitators for the creation of a public space for debate and participatory ction in collective occupations, attributing senses of community as collective social capital.

Abstract Introduction: The questions of local life comprise a scheme of meanings produced daily and are taken by socio-economic processes that produce vulnerabilities as threats to the cohesion of networks of participation. Projects in Local Development can facilitate participatory engagements that take into account the collaboration between civil society and public power to address these issues. Objective: Analyse the reach of the occupational therapy in the orientation of projects and actions in Local Development. Method: This is a qualitative documentary research in which documents produced from a university extension project between January 2011 and July 2015, in the municipality of Itapeva, state of São Paulo, and content analysis procedures were discussed. Results: A sociohistorical matrix was extracted that comprised four large dimensions of knowledge in occupational therapy: daily, human activities, mediation skills, and collective life projects, all operated by the teaching methodology in participatory local development. Conclusion: Occupational therapy can directly reach the structures and political functions for Local Development, through processes that take into account the construction of networks of actions that mobilize the participatory engagement of local agents. These processes are based on the foundations of occupational therapy, demonstrating contributions to new research and assistance insertions.


Resumo Introdução: As questões de vida local compreendem uma trama de significados produzidas cotidianamente, tomadas por processos econômico-sociais que constituem vulnerabilidades que ameaçam a coesão de redes de participação. Projetos em Desenvolvimento Local podem facilitar engajamentos participativos que levem em conta a colaboração entre sociedade civil e poder público para o enfrentamento dessas questões. Objetivo: Analisar o alcance da Terapia Ocupacional na orientação de projetos e ações em Desenvolvimento Local. Método: Trata-se de uma pesquisa documental qualitativa em que foram resgatados documentos produzidos em um projeto de extensão universitária entre janeiro de 2011 e julho de 2015, no município de Itapeva, interior de São Paulo, e tratados sobre procedimentos de análise de conteúdo. Resultados: Foi extraída uma matriz socio-histórica que compreendeu quatro grandes dimensões de fundamentos em Terapia Ocupacional: cotidiano, atividades humanas, habilidades de mediação e projetos de vida coletiva, todas operadas pela metodologia de ensinagem em desenvolvimento local participativo. Conclusão: A Terapia Ocupacional pode alcançar, de forma direta, as estruturas e os funcionamentos políticos para o Desenvolvimento Local, por meio de processos que levem em conta a construção de redes de fazeres que mobilizem o engajamento participativo de agentes locais. Estes processos assentam-se nos fundamentos em Terapia Ocupacional, demonstrando contribuições para novas inserções de pesquisa e assistência.

RESUMO A conservação dos recursos hídricos demanda ações de controle do uso e da ocupação do solo, influenciando instrumentos de gestão territorial nas escalas regional e local. O objetivo deste artigo foi analisar os instrumentos de planejamento territorial aplicados no Brasil, tendo como estudo de caso o litoral norte do Estado de São Paulo. A metodologia é baseada na análise da articulação dos dispositivos legais, notadamente a Política Nacional dos Recursos Hídricos, o Estatuto da Cidade, o Plano de Bacia Hidrográfica, o Zoneamento Ecológico-Econômico e o Plano Diretor Municipal. Como resultados, são apontadas dificuldades relacionadas ao uso de instrumentos normativos de integração, com a ausência de ferramentas de suporte à decisão das distintas competências.


ABSTRACT The conservation of water resources deals with spatial plans, influencing territorial management tools at regional and local scale. This paper aimed to analyze the planning tools applied in Brazil, focusing on the Northern Coast of São Paulo. The methodology was based on the analysis on the articulation of laws: Política Nacional de Recursos Hídricos, Estatuto da Cidade, Plano de Bacia Hidrográfica, Zoneamento Ecológico-Econômico and Plano Diretor Municipal. As results, there are troubles in the laws interaction's, with lack of decision support tools.

A partir não só de levantamento de matérias veiculadas na mídia tradicional e de dados socioeconômicos do território, mas também de observações de campo, conversas informais e entrevistas semiestruturadas (realizadas com lideranças, moradores, autoridades, produtores e fãs de jazz), busca-se neste artigo avaliar o papel da música (ao lado dos royalties do petróleo) nos patamares de desenvolvimento alcançados pela cidade de Rio das Ostras (na região Norte- Fluminense). Em outras palavras, busca-se repensar a relevância do conhecido Festival de Jazz & Blues de Rio das Ostras nos processos de ressignificação dessa urbe, isto é, a capacidade desse evento musical contribuir para a integração social do território (ampliando as sinergias entre os atores e instituições da região), a geração de novos empregos e uma melhoria significativa da qualidade de vida e bem-estar da população local.


Based on articles published in traditional media and socioeconomics information of the territory, as wellas field observations, conversations and semi-structured interviews (with leaders, residents, authorities, producers and jazz fans), the aim of this study is to evaluate the role of music (along with oil royalties) in the level of development reached by the town of Rio das Ostras (in the northern region of Rio de Janeiro).In other words, it seeks to rethink the relevance of the renowned Jazz and Blues Festival of Rio das Ostras in the processes of re-signification of this place, that is, the capacity of this musical event to contribute to the social integration of the territory (increasing the synergies between the actors and institutions of this region), the generation of new jobs and a significant improvement in the quality of life and well-being of the local population.


Tomando en cuenta no solo artículos publicados en los medios tradicionales e informaciones socioeconómicas del territorio, pero también las observaciones de campo, conversaciones y entrevistas semiestructuradas (con líderes, residentes, autoridades, productores y aficionados al jazz) el objetivo de este artículo es evaluar la contribución de la música (al lado de los royalties del petróleo) en los niveles de desarrollo alcanzados por la ciudad de Rio das Ostras (norte de Río de Janeiro). En otras palabras, busca analizar el relievedel conocido Festival de Jazz & Blues de Rio das Ostras en el proceso de re-significación de la ciudad, es decir, la capacidad de este evento musical contribuir para la integración social del territorio (promoviendo sinergias entre actores e instituciones en esta región), la generación nuevos puestos de trabajo, y mejorías significativas de la calidad de vida y el bienestar de la población local.

Gestão social e desenvolvimento local são categorias cujos sentidos e finalidades podem ser "a favor do social" ou "contra o social". Tais categorias configuram perspectivas de análise da realidade diferentes, bem como perspectivas de projetos societais divergentes. Partindo desse pressuposto, o texto apresenta a análise sobre a relação entre educação-desenvolvimento local e gestão social da escola na experiência do Movimento dos Trabalhadores Rurais Sem Terra (MST) em Minas Gerais. Resulta de pesquisa realizada no Doutorado¹ no período de 2009 a 2011 e compreendeu uma abordagem qualitativa, com entrevistas, aplicação de questionários e observação de atividades desenvolvidas nas escolas pesquisadas e no assentamento em geral. A análise realizada leva a concluir que, no espaço da implantação do seu projeto de educação, existe uma disputa entre uma concepção de gestão social da escola e da educação defendida pelo MST e o modelo gerencial do Estado, o que se configura como um desafio a ser superado pelo Movimento.


Social management and local development are categories whose senses and purposes can be "in favor of the social" or "against social". These categories constitute analytical perspectives of different realities and perspectives of different societal projects. Based on this assumption, the text presents the analysis of the relationship between local education-development and school management in the social movement of the experience of the Landless Rural Workers (MST) in Minas Gerais. The text results of research conducted in Doctorate from 2009 to 2011; it comprised a qualitative approach with interviews, questionnaires and observation activities in the schools surveyed and in settlement in general. The analysis leads to the conclusion that within the implementation of its education project, there is a dispute between a conception of social management of the school and the education advocated by the MST and the management model of the state, which is configured as a challenge to be overcome by the Movement.


La gestión social y el desarrollo local son categorías cuyos sentidos y propósitos pueden ser "a favor de lo social" o "contra la exclusión social". Estas categorías constituyen perspectivas de análisis de diferentes realidades y perspectivas de los diferentes proyectos sociales. Con base en este supuesto, el texto presenta el análisis de la relación entre educación-desarrollo local y la gestión escolar en el movimiento social de la experiencia de la Trabajadores Rurales Sin Tierra (MST) en Minas Gerais. El texto resulta de la investigación realizada en Doctorado de 2009 hasta 2011 y se compone de un enfoque cualitativo con entrevistas, cuestionarios y actividades de observación en las escuelas encuestadas y asentamiento en general. El análisis lleva a la conclusión de que en la ejecución de su proyecto de educación, hay una disputa entre una concepción de la gestión social de la escuela y la educación defendida por el MST y el modelo de gestión del Estado, que se configura como un desafío a ser superado por el Movimiento.

Resumo: Desde 2009, legislação do Programa Nacional de Alimentação Escolar do Brasil (PNAE) institucionaliza a sua vinculação com a agricultura familiar ao estabelecer a obrigatoriedade de que, pelo menos, 30% do total dos recursos financeiros repassados pelo governo federal aos estados e municípios para a alimentação escolar devem ser utilizados na compra de produtos diretamente desse setor. Este estudo analisa o processo de construção desta legislação mediante contextualização histórica, focando nos elementos relacionados à compra da agricultura familiar e, também, apresenta uma representação gráfica com os principais elementos da vinculação: objetivos, público-alvo, ações implementadas e resultados esperados. Foram entrevistados atores envolvidos na construção da legislação. As análises evidenciam que a compra da agricultura familiar pelo PNAE é uma iniciativa de amplo alcance, do ponto de vista conceitual, de execução e de resultados. Também se evidenciou que, para o seu êxito, é fundamental uma ampla articulação entre os atores e órgãos dos vários setores envolvidos, assim como múltiplas estratégias implementadas pelas distintas esferas de governo. Dessa maneira, setores da educação, agricultura, planejamento, compras e sociedade civil devem articular-se em nível nacional, estadual e local. Os resultados deste estudo demonstram que iniciativas como essas, de compras institucionais da agricultura familiar, que estão sendo implantadas atualmente em vários países, configuram-se como importante estratégia de segurança alimentar e nutricional, de cumprimento do direito humano à alimentação adequada e de promoção do desenvolvimento sustentável a longo prazo.


Resumen: Desde 2009, la legislación del Programa de Nacional Alimentación Escolar de Brasil (PNAE) institucionaliza su vinculación con la agricultura familiar, al establecer la obligatoriedad de que por lo menos un 30% del total de los recursos financieros asignados por el gobierno federal a los departamentos y municipios para la alimentación escolar, deben ser utilizados en la compra de productos directamente de ese sector. Este estudio analiza el proceso de creación de esta legislación, mediante contextualización histórica, enfocándose en los elementos relacionados con la compra de la agricultura familiar y, también, presenta una representación gráfica con los principales elementos de la vinculación: objetivos, público-objetivo, acciones implementadas y resultados esperados. Se entrevistaron a actores involucrados en la construcción de la legislación. Los análisis evidencian que la compra de la agricultura familiar por parte del PNAE es una iniciativa de amplio alcance, desde el punto de vista conceptual, de ejecución y de resultados. También se evidenció que, para su éxito, es fundamental una amplia articulación entre los actores y órganos de los diferentes sectores involucrados, así como múltiples estrategias implementadas por las distintas esferas de gobierno. De esta manera, sectores de educación, agricultura, planeamiento, compras y sociedad civil deben coordinarse en nivel nacional, departamental y local. Los resultados de este estudio demuestran que iniciativas como estas, de compras institucionales de la agricultura familiar, que están siendo implantadas actualmente en varios países, constituyen importante estrategia de seguridad alimentaria y nutricional, de cumplimiento del derecho humano a la alimentación adecuada y de promoción del desarrollo sostenible a largo plazo.


Abstract: Since 2009, legislation of the National School Feeding Program of Brazil (PNAE) institutionalizes its linkage with family farming as it establishes the requirement that at least 30% out of the total financial resources allocated by the federal government to the states and municipalities for school feeding must be used in the purchase of products directly from this sector. This study analyzes the process of drafting this legislation, focusing on the elements related to the procurement from family farming, through a historical contextualization, and it also presents a graphical representation with the main elements of this linkage: its objectives, target population, actions implemented and expected results. Actors involved with the drafting of the legislation were interviewed. The analyses show that the procurement from family farming is a far-reaching initiative in terms of the concept, execution and results. It has also showed that a strong articulation between the actors and institutions of the different sectors involved is critical to its success. The education, agriculture, planning, procurement and civil society sectors should work articulately at national, state and local level. The results of this study demonstrate that initiatives like this, of institutional procurement from family farming, which are currently being implemented in several countries, constitute as an important strategy of food and nutrition security, for the fulfillment of the human right to adequate food and the promotion of long-term sustainable development.
